Energy Maritime Associates (EMA) today announced the publication of its 2026 Q1 Floating Production Systems Report, delivering a comprehensive assessment of global market conditions, project activity, and industry sentiment across the floating production sector.
The final month of 2025 closed with a significant surge in contracting activity. Five new orders were placed in December alone—four Floating Production Storage and Offloading units (FPSOs) and one Floating Storage and Offloading unit (FSO)—reflecting renewed confidence among operators and contractors.
While no new awards have yet been confirmed in the first weeks of 2026, EMA expects contracting momentum to accelerate later in the first quarter. Several major projects are poised to move forward in the first half of the year, including:
FLNG developments offshore North America
Multiple FPSOs targeting Brazil’s deepwater basins
A series of smaller floating units planned across Southeast Asia
The report features findings from EMA’s 13th annual industry sentiment survey, conducted in collaboration with Offshore Magazine. Respondents expressed continued optimism about floating production activity—particularly for FPSOs and FLNGs in South America and West Africa.
At the same time, survey feedback highlights a growing level of caution amid:
Declining oil prices, and
Continued FID delays for select high-profile developments

EMA’s analysis identifies 25 projects with a high probability of reaching final investment decision within the next year.
These include:
Up to four FPSOs tied to Petrobras developments
Three FPSOs planned for Mexico
Three Semisubmersibles
Two FLNG units
